Have we given much attention to Grand and petty corruption and forgotten the lethal although smaller in Monetary terms, "Silent Corruption" which is particularly harmful to the poor, who are more vulnerable and more reliant on Governments' services and public systems to satisfy their most basic needs?

Think about the consequences of Absentee teachers in public schools,absentee doctors in primary health clinics or drugs being stolen from public health facilities and sold in the private market as well as subsidized fertilizers being diluted before it reaches farmers.
