"YOUTH TRACKING DECENTRALIZATION IN CAMEROON” is a project concept which has been initiated and is being implemented in Cameroon by GABI WAMBO LAURENT, a Global Changemaker from the global Youth Anti-corruption Network. The project in general seeks to promote good governance through transparency and a participatory decision making process in the management of municipal councils which have become under the newly adopted decentralized system in Cameroon, the national entities charged with the designing and implementation of development programs/projects that can improve citizens’ life conditions at the level of the council. Thereby its main objective is to build youth leaders’ capacities in budget related issues, build their leadership skill and promote their participation in municipal council budgetary affaires and provide them modern tools to fight corruption and public funds miss-use in the management of the budget in their respective municipal councils. <img src="http://www.global-changemakers.net/wp-content/uploads/2012/04/YTDC-..."> With support from the British Council Global Changemakers Community Action Projects in partnership with the World Bank Institute, the pilot phase of this project is being implemented since October 2011. After having collected many budget information related to municipal councils around the country, GABI WAMBO L. the Global Changemaker and project runner has to date been able to organize two workshops to train some of these youth leaders who were project beneficiaries from some targeted councils, the national executive bureau of the “National Youth Council”, the Cameroon GYAC chapter members and some academic institutions. These workshops were held respectively on the 2nd and 9th on March 2012 and enabled us to train more than sixty youth leaders; this first group of trainees are meant to accompany the project which ambitions to be implemented in the ten regions of the country as to be able to provide a strong framework to youth to create general impact in country. <img src="http://www.global-changemakers.net/wp-content/uploads/2012/04/YTDC-..."> This framework will be provided within the practical component of the project support by our concept of the “ICTS4Budget” through which we seeks to develop a web based budget monitoring system that will comprehensively address the objective of providing an easily accessible and free of charge frame to social leaders who are engaged to promote transparency and accountability in their local communities in Cameroon. This web system will facilitate budget information dissemination and knowledge exchange, citizens monitoring of budget use in municipal councils, and evaluate public perception of transparency and accountability process in these councils. The project team is currently working to develop the web platform to facilitate access to budget information and create a community of practice through knowledge and experiences exchange.
For the next step of the project which we plan to extend to cover the national territory, we are working to enrich the web platform with some specific software designed to make our on-line survey and monitoring work easier. The project team is currently working to bring in some new partners in this project which hopefully will bring sustainable changes to promote transparency and social accountability in the management of municipal councils in Cameroon. <img src="http://www.global-changemakers.net/wp-content/uploads/2012/04/YTDC-...">
