How possibly will we rate the event wherein a particular government Department civil servant basic monthly salary is sum of to $12,000, the unemployment rate is about 60-70% and the civil servant working in the educational sector especially in the teaching field monthly basic salary is $60 to $100 per person, whereas the country population is about six million and the average handing per person is not up-to $1 for a day?
